Player limits by mode

The 12-player Horde battlefield is not a 12-player campaign lobby. It also does not mean 12 players can join one console locally.
Set up the right kind of session
For online campaign, each player needs a game and platform account that can access online play. Platform subscription requirements depend on the service; check the official platform terms before arranging a session.
For two people on one machine, use an Xbox Series X|S and follow the local co-op joining steps. Plugging two controllers into a PC does not add an officially supported split-screen mode.
Can two local players add two remote players?
That mixed joining workflow has not been verified for this guide. Do not assume that separate support for four-player online campaign and two-player local campaign guarantees the combination.
